With the New Public Management of foreign countries,Human Resource Management of our country rises from nineteen nineties.With the traditional concept of Human Resource,Personnel System has experienced the changes of the Times,the innovation of regulations and the development of system which is gradually shaped into a fairly complete Human Resource Management system and Performance Management System.Among which,performance management system is the key element of government business development and goal achievement.Government authorities realize that government performance is closely related to performance of working staff in government authorities.Government authorities discard the concept of Official Rank Standard and turn to People Oriented concept to push human resource and performance reformation hard.In order to improve efficient operation of government and people satisfaction,performance of government working people get high attention from various scholars,government staff and the public.The article taking Suzhou for example,elaborates the current situation of working staff performance of Science and Technology Bureau,collect data and research analyze various problems by methodology of investigation and analysis,literature analysis and questionnaire from staff performance of Suzhou Science and Technology Bureau.The performance management of Science and Technology Bureau basically follows Suzhou government management process of performance system.However,because of various factors and imperfection of the performance management system itself,the performance management system still needs to be reformed deeply,which causes that working staff from government authorities see performance management as performance evaluation,organization strategic target cannot highly connect to individual target,one performance indicators fits all,subjective assessment accounts for the majority and lack of response measures to appraisal results,etc.Through the study of government staff performance management profiles,system and content of Great Britain,the USA and Japan,borrow performance management reference experience and propose the improvement suggestions and countermeasures to working staff performance management of Science and Technology Bureau.Traditional personnel management concept exerts influence on the understanding of performance management to some part of government staff.It helps leaders and working staff of government agency to clear the content and function of performance management through instilling and learning human resource and performance management.It makes performance management of government working staff of different positions,levels and types more sophisticated and more pertinent that complete,optimize performance indicators and scientifically adjust the weighing coefficients.Diversely combining key performance indicators,360 degree performance appraisal and the third party appraisal together,simultaneously,combining regular and ordinary appraisal together,conduct performance appraisal of government working staff more comprehensively.Make performance appraisal opinions and link the appraisal result effectively to salary and position and make result-oriented training system which will gain a better result.
