In the knowledge economy, information rich, social development is rapid, the talent competition in the 21st century, human resource has become the primary resource of social development and the precondition of economic construction. Incentive is the important content of human resource management, civil service is the core part of the government administrative main body. "To" to of place, but in people, in the process of pushing the construction of public management system, establish a scientific, reasonable and effective incentive mechanism of civil servants, is helpful to arouse the working enthusiasm, initiative and creativity of civil servant, to enhance the quality of civil servants, promote the construction of civil servants. Use all kinds of incentives to give full play to the government civil servants work potential, is the key for the healthy and orderly development of the government department is power source of civil servants working efficiency, is the key to the organization competitive factors, is the fundamental guarantee of government departments to healthy and orderly development, is the important content of human resource management.Along with our country the development of market economy and the deepening of government reform, the traditional civil servants incentive mechanism is difficult to adapt to the needs of the current government department human resources management, affect the government’s target of completion and the realization of the expected effect. It needs to optimize the existing civil servants incentive mechanism, create an operable government human resource management system, establish the high quality, high level, high efficiency of civil servants. Due to the development of the theory of human resource management and government departments work experience summary, how to use a variety of incentives to promote civil servants high efficiency to complete the work target, has become the focus of the scholars to discuss and the center of gravity of the government’s work.This paper is divided into five parts:the first part of the introduction, mainly introduces selected topic background and research meaning, research contents and methods, the research results at home and abroad. The second part expounds the grass-roots civil servants incentive mechanism research of the core concepts, and the types of incentives and the analysis of humanity hypothesis. The third part describes the history of the civil servant’s incentive mechanism, this paper introduces the basic situation of statistical system, studies the yuxi city of incentive mechanism of civil servants at the grass-roots level of the current statistical system. The fourth part takes the form of questionnaire and interview, through the analysis of investigation results, summarize yuxi statistical system problems existing in the current incentive mechanism, summarized the cause of the problem. The fifth part from the experience of western countries civil servants incentive mechanism based on yuxi city grass-roots civil servants incentive mechanism should follow the principle of statistical system, put forward the optimization of yuxi city statistics system incentive mechanism countermeasures and Suggestions. Finally in the conclusion of this paper has carried on the brief review.
