Human resource is one of the most core strategic resources in the maritime reform and development.In recent years,China MSA provided the power and guarantee of the rapid development of the economy and society.At the same time,it has palyed a key role in developint shipping industry,protecting marine environment and defending national sovereignty.Meanwhile,carcity of human resources problems are highlighted that is the current shortage of integrated talents.In order to improve the service and supervision,romote work efficiency and solve the international situation,resolve conflicting between increasing a day's workload and lacking of business hotshot,the existing human resources should be concentrated which is establishing the scientific and effective incentive mechanism.The introduction is about research background and signiticance.Then reviewed the inspiration of motivation theory.Based on that questionnaire survey,finding out the room for improvement.Through the investigation of the current situation of incentive mechanism of Tianjin MSA,according to the status of the personnel structure of the Tianjin MSA,the paper points out the problems and shortcomings of it's current incentive mechanism,and uses the combination of theoretical analysis and empirical analysis method to explore the countermeasures to perfect the incentive mechanism of Tianjin MSA.This paper has guiding significance to improve the human resource management of Tianjin MSA.
