Evaluation Of Harmony Management Level Of Farmers' Concentrated Residential District In Wenjiang District

Since the reform and opening-up, government at all levels has explored the possibilities for the development of rural social reforms. However, instead of reducing, the gap between town and country trends to wide which makes the "three rural" issues affect the construction of well-off society. In October 2009, Ministry of Civil Affairs approved Wenjiang District as the second batch of" the national rural community construction experiment demonstration units". In the same year, Wenjiang government in the 12 eighth conference made policy decisions to balance urban and rural development, improve the happiness index of urban and rural residents, build a "harmonious Wenjiang" comprehensively. According to the "urban and rural areas as a whole" development concept and the construction of the "three concentration" requirements, Wenjiang District has built a large number of farmers concentrated residential areas in recent years, such as the Huaxiang community in the Wanchun Town, the Huatu community at the Yongquan Subdistrict, and the Huimin community at the Gongping Subdistrict. These farmers concentrated residential areas have became models for how to construct farmers concentrated residential areas in Chengdu. Wenjiang District is seeking the coordinated construction and management development of the farmers concentrated residential areas, and constantly innovating Governance mechanism of the farmers concentrated residential areas. The goverrnment make managers improve their service quality of its services in order to satisfy the broad masses of farmers in the residential areas, through the " Comprehensive Assessment of farmers concentrated residential areas ". The research about harmony management of farmers in the residential areas is advantageous to to transfoam the functions of government in rural towns and change the management of rural ccmmunity service. It’s beneficial to promote the rural spiritual civilization construction and the development of urban-rural integrationThis article set up the harmonious management evaluation index of the farmers concentrated residential areas using the Delphi method on the basis of related research on the management of the farmers concentrated residential areas. It also evaluated the management of the farmers concentrated residential areas, and explored the specific measures to improve harmonious management of the farmers concentrated residential areas, through the f ieldwork and the deep learning of the farmers concentrated residential areas in Wenjiang District.On the basis of setting up the harmonious management evaluation index of the farmers concentrated residential areas, the article elected 12 farmers concentrated residential areas from Wenjiang District to analyze, and found:as an average score of 91.83 The harmonious management level of Wenjiang District farmers concentrated residential areas is higher than others. There are 7 communitise with "very harmonious" management level which the highest score of 98.37, and 5 communitise with" harmonious" management level which the minimum score is 87.13 among them. From the perspective of farmers’concentration category, the management level of Wenjiang District farmers concentrated areas of initial investment plan living area has a close relation with the initial investment planning. The score of Class A is higher than Class B and Class C, while the score of class B is higher than Class C as a whole. The score gap of the same category of farmers concentrated residential areas is not too big. However, the score of Huimin community in Class A is lower than the Huaxiang community in Class B, and the score of the Zhengzong community in Class B is lower than the Hemei community and Shuimu community in Class C. It shows that the later management and service plays a considerable role, though the previous investment planning of the farmers in the residential area is critical. From the perspective of the factors which influence farmers’concentration harmonization management level, the farmers in the residential area of democratic self-government, comunity, and the gap between democratic autonomy, community peaceful civilization and public security environment of Wenjiang District farmers concentrated areas is not significant, while there are significant between the resident identity, community service, and property management of the farmers concentrated areas. In view of the above-mentioned facts, the article made the following proposals:transform government functions, fulfill community autonomy of the farmers concentrated residential areas, strengthen the organization construction of the farmers concentrated residential areas, improve the community services of the farmers concentrated residential areas, cultivate the participation of the farmers concentrated residential areas, and make management laws and regulations of the farmers concentrated residential areas.
