Beijing is facing the elderly aging population issues. With the implementation of Reproductive Policy, the elderly aging population is getting more serious. In order to meet the basic needs of the elderly pension, Beijing civil affairs department proposed a new model of pension services called "9064" new mode. Although the plan expects the different pension model, it doesn’t raise the problem of how to allocate financial subsidies.In order to solve the problem, this dissertation constructs a system dynamics model to describe the pension mode in Beijing. The dissertation mainly discusses these following issues: The status of the age structure population and the trend after 50 years; Beijing population age structure changes on pension allocation of resources; According to the terms of the policy, the dissertation research grants in proportion of home care, community care, pension institutions; Under the GDP growth rate, try to find out a minimum expenditure of pension services to meet the needs of the elderly; The allocation of resources under the different economic growth; The simulation of model is useful for proposing new government rules. This system dynamics can provide the dual basis of theory and data.Run Endowment resource allocation system dynamics model, found under different GDP growth rates, the reasonable pension expenditure are also different. In order to meet the needs of an increasingly large pension, the government should weigh the pension demand and economic growth.
