A Study On The Mechanism Of Negative Transformation Of "Individual Individual Event" Of Minority Nationalities In China And Its Feedforward Control

In china,ethnic relations events which involve "simple individual incident" always occur.Ethnic relations events are caused by complex reasons,which include a lot of different ethnic in China, complex social problems during social transformation, relative backwardness of economic development in ethnic minority areas, acceleration of social differentiation and social mobility,clear trend of minority-urban migration,the accumulation of various contradictions,interest-chasers who deliberately incite ethnic minorities with the network information media and so on. Ethnic relation events not only affect national harmony, but also threat people’s normal life and property safety,even cause social disorder and social unrest.At present,Chinese government attaches great importance on protection of the interests for minority groups,but often ignore the crisis of the minority individual events.Actual Cases illustrate that indirect interest-chasers,based on minority’s consistency of interests and emotion, effectiveness of mobilization and quickness of communication, tend to participate in the individual events of national members to form ethnic relations events. Therefore, this paper specially targets to research the mechanisms and feed forward control of negative conversion for minority "simple individual incident" which have some theoretical and practical significance.The main theories of this paper are feed-forward control theory of crisis management and social combustion theory.It analyzes the reasons that negative conversion for minority "simple individual incident" transfer into ethnic relations events. The reasons are divided into the underlying reasons and induced reasons, through a large number of cases.Underlying reasons, including historical issues, economic backwardness, psychological gap,educational imbalance,ideology differences and lack of interest safeguard mechanism and so on, which constitute the burning substance of ethnic relations events; induced reasons, including no respect for minorities properties, individuals,misconduct of media and public, mismanagement, ethnic minorities migrants trouble and damage the interests of minority, interest-chasers’ deliberate provocation, etc. Coupled with the interest-chasers who take advantage of the special nature of minority, deliberate provocation with the Internet and other information tools, formed combustion of ethnic relations event.According to social combustion theory, analyze burning material, combustion and fuse of ethnic relations events, to study the mechanisms of negative conversion for minority "simple individual incident" and investigate the mechanism of feed forward control of ethnic relations events. This paper may have some reference to government management for minorities, to help government do actively prevent and properly handle individual incidents involving ethnic,prevent and pre-control to the occurrence of ethnic relations event.
