The Study On The Resolving Strategies Of Risk-Based Environmental Group Events

Since 1990 s, risk-based environmental group events have remained its growth at an average annual rate of nearly 29%. The events which happened frequently have severely threatened current social order and its stability, adverse to the establishment of harmonious society oriented with “resource-saving and environment-friendly”. With the development of economic society, the public en vironmental consciousness has commonly strengthened, resulting in a constant increase of risk-based environmental group events which caused by potential en vironmental risks.Risk-based environmental group events, as one of the important types of environmental group events, refer to some social public taking actions to launch group appealing, block roads, contain the Party and government offices and factories for the sake of maintaining life quality and property value. This kind of event results from the prevention of infringement of victims’ legal rights due to the potential environmental contamination. It is characterized by subjectivity, effects on extended risk and specific goals. Jiangsu Qidong "7·28 anti-pollution project" event is a large-scaled risk-based environmental group events happened in Qidong, Nantong on July 28, 2012. Since Qidong citizens were concerned that Nantong government would approve the construction of “Nantong Discharging Sea Project” which might contaminate their local environment and then do harm to their life and health, thus, they launched this event. Based on the case, this thesis conducts a case analysis, in order to think deeply to solve the risk-based environmental group events.The main thesis is divided into five parts. Firstly, I will discuss the research background, research significance and domestic and foreign research, then summarize the research method and research content. Secondly, I will define the risk-based environmental group events, elaborate the connotation of social combustion theory andt he framework of social combustion theory. Thirdly, I will analysis the evolution and the problems of Qidong event. Then I will take advantage of the framework of social combustion theory to analyze the whole case and make a further study on the cause of risk-based environmental group events, that is, how does “social burning material " accumulate, how does " social combustion " catalyze and how does the blasting fuse “social ignition temperature" function. Finally, I will put forward some solutions to settle problems of the risk-based environmental group events on the basis of social combustion theory, that is, reducing “social burning material ", controlling " social combustion "and lowering“social ignition temperature".
