Research On Governance Of The Network Mass Incidents Under Social Combustion Theory

With the rapid popularization of the Internet,the form of public demands is increasingly diversified,and many social contradictions have gradually moved from the offline to the online,which brings great challenges to the government in its management.The study on the government's strategies to deal with mass incidents on the Internet has become an important topic for scholars at all levels.A scientific,systematic and excellent coping strategy to mass incidents on the Internet are conducive to alleviating social contradictions and maintaining network harmony.It will helps the government to improve the ability to work and to create a good image.It is also conducive to the dissemination of online public opinion and the promotion of citizens' right to know.At the same time,it is beneficial to purify the cyberspace and stifle the Internet rumors.Therefore,the governance of network mass incidents has become an important research direction to shape the government image,purify the network environment and maintain social harmony.This article selects the "poisonous land" incident in Changzhou City,Jiangsu Province from April 17 to 26,2016 as an analysis case.Based on the perspective of "social Burning Theory",the occurrence of the event is analyzed from three aspects of "incendiary material","combustion improver" and "ignition temperature" respectively.The "Changzhou poisonous land" incident will be analyzed in stages according to its life cycle,to clarify the mechanism of the incident,to expose the shortage of government work in emergency response in the supervision of "incendiary material"(network paradox),the prevention of "combustion improver"(event spread),and the emergency response of the "ignition temperature"(sudden incident),and finally find out a perfect government governance strategy.From the perspective of social burning theory,and uses the “Changzhou poisonous land” incident as a carrier to clarify the mechanism of the incident: the “incendiary material” society---the imbalance between development and environmental protection,the publics interest appeals fail to respond,the poor communication between the government and the public;the "combustion improver"---media participation and dissemination,public opinion pressure,dissemination of Internet rumors;"ignition temperature"---improper measures by government departments,wrong behavior of the main body of the incident,and passive response to Internet sentiment.The prevention of "incendiary material" : dredging demand channel,strengthening network supervision and improving early warning mechanism;"ignition temperature" control: improve government guidance ability,strengthen cooperation with NGO,pay attention to public opinion guidance;"combustion improver" tracking recovery: establish a follow-up governance mechanism and a reflection and summary mechanism.This article will focus on two aspects of the mechanism analysis and coping strategies of the "Changzhou poison land" incident.The stage analysis of network mass incidents aims at improving the governance efficiency of network mass incidents and improving the deficiencies in the process of governance.
