A Study On The Ways Of Public Opinion Absorption In Grass - Roots Government

The practice of participatory democracy in the new period of Chinese social transformation is a hot topic of current social research, compared with the representative democracy, participatory democracy emphasis more on direct involvement of citizens in public affairs governance, especially in the field of public policy participation. The absorption of public opinion, as an important channel to polymerize public opinion, understand popular discontent and alleviate of contradiction, can effectively prevent the unfair phenomenon of profit distribution directly, reduce the increase of the opposition and conflict between different social classes, ease social contradictions and conflicts; it can help the government achieve the input of public opinion in the public decision-making at the same time, promote the formulation of public policy more scientific, reasonable and feasible, enhance the legitimacy of the government’s authority and public policy, further citizens’ identification of the public power, such as government departments. But the direct study of the absorption of public opinion is rare, the present study mainly reflected in two aspects:the research on public opinion expression channel and collection and integrate research on public opinion.Therefore, this article studies in the perspectives of democracy as an introduction, analysis the current situation of the public opinion absorption channel of the basic unit government in the special period of social transformation. Through field investigation it is found that problems such as "subjects thought" is serious, absorption of public opinion is not sufficient, absorb channel is not smooth, and the lack of effective supervision in the process of public opinion absorption exist in the absorption of public opinion in basic-level government. It points out that the absorption characteristics of the current public opinion and in-depth analysis hindering factors of disadvantages in basic-level government public opinion absorption path, the consciousness of the government, the government behavior and such aspect, to improve public opinion approach of basic-level government, purposefully put forward some feasible countermeasures. The content of the full text is divided into six aspects:First, the introduction part, put forward the background and significance of approach to absorb the basic-level government public opinion research, combing the present situation of domestic and foreign research, the research content and research method are simply introduced in this paper,.Second, the definition. First clear define the "public opinion" and " public opinion absorption " two concepts; then analyze the constituent elements and necessity of basic-level government public opinion absorption, providing theoretical basis for below to carry out the practice research.The third part, from system to absorb, organization and media absorption three aspects analyzes the existing public opinion absorption path of basic-level government, and summarize the characteristics of absorption path.The fourth part, the paper analyzes the problem of public opinion absorption of basic-level government in our country, and analyzes the hindering factors of the problem.The fifth part, through the analysis of the way to absorb the grass-roots government public opinion in Britain and Singapore, summed up our experience of adoption.The sixth part, research the path improvement of public opinion absorption of basic-level government in three aspects:Changing the concept of government, strengthening the consciousness of people; clearly defining the government responsibility of public opinion to absorb; system design of public opinion absorption of basic-level government. Implementation of basic-level government better absorb the public opinion, to bring the public will better into public policy formulation process, realize the interaction between government and the public at the basic-level level.In conclusion, the author thinks that only reasonably guide the public to participate in social governance, build scientific and varied interests and public opinion mechanism, can we absorb more effective implementation of public opinion, resolve disputes and ease social contradictions, and safeguard social stability better, achieve the goal of building a harmonious society.
