Community Volunteer Organizations Participate In Community Environmental Governance Research

In recent years, with the rapid process of urbanization, economy growth in China has been achieved significant improvement, but the social construction of our country and management is relatively lag, especially the sense of constructing social organizations and community volunteer organizations is lacking. At the moment, the constitution of inhabitants is complex, the mobility is large, and there have many interested parties, everyone has different need,as a result,some community have faced the complex situation and the severe task, some social issues have accumulated in community, such as imbalance of resources, serious environmental problem. Since the reform of China’s urban management system, community has been played more important role in urban management and urban construction, Owing to the special advantage of community volunteer organization, it has played more important role in community construction.The main research object of this subject is the community volunteer organizations in Beijing Chaoyang District, Haidian District and Shijingshan District. The article discusses the function and effect on environmental governance involved in community, and analyzes the present situation and the existing problems of community volunteer organizations. After careful study the author recognize that the stability of community volunteer organizations is lack of stability, its activities are unsustainable, the level of the local participation in activities is quite low, the effect of activities is lowly accepted,community volunteer members’enthusiasm is not high and the management level is poor. This paper studies the influential factors which effecting the community voluntary organizations to participate in community environmental governance from three perspectives. Firstly, from the community voluntary organizations themselves, quality of staff, selfrecognition and the whole management level have direct influence on community volunteer organizations. Secondly, from the perspective of community internal environment, the higher community’s support to the community voluntary organizations, the more participation of community residents, the more attention to the gradually escalating demands of residents community, the effect of community environmental management activities are better. Thirdly, from the external environment of the community, they need a wide range of social identity, a fair social competition environment and a transparent government management mechanism. All the above make the development of the community volunteer organizations better.According to the analysis of these factors, the author intends to offer some suggestions and countermeasures, such as to build a cooperative and mutually supportive relation between community volunteer organizations and government, improve the consummation of management mechanism, raising the community volunteer organization’s satisfaction, integrate both internal and external resources, build an equal and trustful relationships in the community volunteer organizations.
