Research On Community Participate In Environmental Group Incidents Governance

Due to the reform and opening up policy and social transition, people are able to not only enjoy material abundance and social prosperity; but also undergo environmental pollution caused by extensive way of economic growth. Meanwhile, with the increase of public awareness of ecological environment; the environmental problem has become a focus of public concern. Various contradictions and disputes due to environmental accidents increasing year by year, and different kinds of complaints about environmental pollution showed an increasing trend. Mass incidents continue to appear and spread serious threats to social harmony and stability.Firstly, this paper research on environmental massive incidents. This kind of massive incidents; namely environmental massive incidents; is one part of massive incidents. Thus to clarify the definition of environmental massive incidents is fundamental to face and solve these incidents. There are many reasons behind the environmental massive incidents. Superficially it is caused by governments’ permission of construction of nimbi facilities or contaminative enterprises; deeply it is due to the unreasonable public policies made by government, lack of interest appeal methods and organizations and rational protection of rights by citizens.Secondly, frequent occurrences of environmental massive incidents reflects grim social situation in our country and the fragile credibility of the Government. The traditional way of solving environmental massive incidents has some drawbacks. Consequently; we need to wipe out these drawbacks by launching the transition of governance model. we can attempt to change the governance model which the government as the only body of the government, and Advocates community as an important part of social management and public governance.Thirdly, Community as the mass organizations of self-government is closest to the people, playing an irreplaceable role in averting and controlling mechanism of environmental massive incidents. This paper argues that on the basis of theoretical analysis, it is feasible that nonprofit organizations in the communities undertake the residents’ demands to prevent and resolve the social conflict. On one hand, environmental massive incidents always outbreak in the community, community residents are the main victims of environmental pollution, and the main participants in mass incidents. Meanwhile, the community organizations have ability to detect and take interest of residents, through dialogue with the Government, play down the situation, the top from the intermediary role. It can promote the standardized and orderly social behavior, and prevent the occurrence of social anomie and antagonistic social conflict. Build the governance mechanisms of environmental massive incidents which community participation in need community correct their position, take itself as a mass autonomous organization express feedback mechanism and public opinion. The communities play bridge role between the government and residents by integrating coordination of different group interests. This paper explore the path of community participation in management from five aspects: guide the interests of residents; provides residents interests expression platform; monitoring residents potential contradictions; negotiations with strong organization as a representative of the residents and provides help for residents after conflict. Providing a set of effective action guidance for the community.However, the community in General is still dominated by Government, lack of independence and professionalism. Most communities do not represent the interests of the masses, but everywhere to seek government help. In order to ensure community participation in environmental affairs governance, we need a series of policies and measures. Based on the development of community governance in our country, and tries to propose viable policy recommendations. First, establish and improve community governance systems. Second, support the development of the community organizations, and to promote community function. Third, promote the accumulation of social capital. Finally, promote the construction of talents team of the community; strengthen the sense of responsibility among community residents. Only to develop and optimize the system of community participation, optimize the community team, support the development of community organizations, can make community organizations real involved in environmental massive incidents governance.
