Provision of public services is one of the important functions of the government. The Chinese Government has been solely responsible for supply of all kinds of public services. But with the continuous development of China’s economy, the rapid growth of demand for public services, drawbacks of this model has become increasingly apparent, such as public services provided by the Government in narrow field, small scope, poor quality, and low level. Government procurement of public services as a new model of public service delivery, is an innovative government management reform, is not only have a profound impact on political, economic, social and other aspects, but also has a deep-seated meaning for construction of building service-oriented government, improvement of modern social management and services, accelerating the transformation of government functions, strengthen the construction of service government, enhancing administrative efficiency, enhancing public welfare, improving the number of public services and quality, fostering social organizations to promote equalization of public services, to effectively meet people’s growing demand for public services as well as achieve sustainable & healthy development of economic & social importance. Government procurement of public services be good for both the government and the market to do their duty, develop their potentials, positive interaction to achieve "double step" in the "supply side" of public service reform, to build a wide range of public service delivery system, increase public goods and services supplied, and become one of the "double engines" to help China’s economy to achieve rapid growth.In the past century, many Western countries have adopted government procurement of public services model to meet the public’s demand for public services, and promote the improvement of public services. In 1990s Shanghai began to try government procurement of public services to solve the conflicts between rapid growth demand of the public service and limited capacity for providing public services, which is the earliest beginning to explore. At present, although the Chinese government procurement of public services has accumulated some experience, but is still in its infancy, there are many immature place to be further improved and perfected. Start from background and significance of government procurement of public services, combing relevant literature and the main concepts; based on the new public management theory, the new public service theory, the supply of public goods theory, learn from the experience. According to "ask questions, analyze and solve problems", analysis the practice of C municipal government in procurement of public services positions, then summarized problems and experiences and discuss how to improve.
