All these measures fulfilled the aim of examination of approval with unified standard, which brought convenience to enterprises and people and activated market dynamics. Ningxia Hui Autonomous Region is an inland economic-testing area that encourages pre-testing, innovates system mechanism and carries out flexible opening policy. As the capital city, Yincuhan is required as two-superior environment and three demonstrative city, which takes government function transferring as the main work. By analyzing the present situation of administrative examination and approval system reforming of Ningxia Hui Autonomous Region, and learned from the other places, the problems in administrative examination and approval system reforming were pointed out and targeted suggestions were put forward.
