Thoughts On The Supply Of Rural Public Cultural Products

The CPC Central Committee and State Council issued the "Opinions onAccelerating the Construction of modern public cultural service system" inJanuary 2015, which comments that:"promote the equalization of basicpublic cultural services in urban and rural. Plan public cultural facilitieslayout, the service provider, team building, and financial security as a whole,configure of public cultural resources evenly, strengthen urban communitiesand rural cultural facilities." The wealth of outstanding public culturalproducts, especially rich in supply of rural public culture productions, isimportant for basic public cultural services equalization of urban and rural,enriching and enlivening of cultural life of the rural masses, integration andinterconnection of rural and urban community public cultural resource,attracting more farmers to participate in the cultural life of the people.National cultural reform and development plan of "Twelve Five" period, said:"To strengthen the public cultural products and services supply, to acceleratethe integration of urban and rural cultural development, to increase the totalcultural services in rural areas, to narrow the development gap between urbanand rural culture." Under the background of promoting integrated urban andrural in Ningxia, the rural people’s production and life has occurred and isstill undergoing a subtle change, compared to the current rural economic andsocial development and the increasing level of people’s spiritual and culturalneeds, also compared with the currently rural public cultural products andbasically completed public cultural service system objectives required bynation, the level of the supply of rural public cultural products still needs tobe improved. Firstly, this paper is starting with the theoretical foundation of publiccultural products supply, and then the characteristics of rural public culturalproducts are refinied. By elaborating rural public cultural products in thedomestic and abroad development process, the supplies of rural publiccultural goods in different periods exhibit different characteristics and era’srequirements. Taking Wangyuan, which is the typically process of promotingurban-rural integration in Ningxia, as an example, deep analysis theWangyuan which is affected strongly by the integration of urban and ruraltown, including the current situation and characteristics of the supply ofpublic cultural products, analyzing the problems faced by the supply of ruralpublic cultural, deep analysis of underlying reason of these problems andidentifying the key points of these problems. And then by analyzing thedifferent characteristics of rural public cultural products of the four differentprovinces, refinies their desirable advantages in public culture product supplyissues of rural areas, summarizes the enlightenment and constructive viewsgiven to Wangyuan by these provinces in the supply of rural public culturalproducts. Finally, the suggestions and measures of the supply of rual publicculture products in Wangyuan are presented, and the deep thoughts ofWangyuan’s supply of public cultural products are proposed from fouraspects, includes cultural ideas, the financing system, supply the content anddecision-making mechanism.
