A Study On The Pattern Of Democratic Village In The "Villagers' Representative Conference" In Bayannaoer City

With the rapid development of rural society and the continuous change of interest pattern,the means of democratic management of rural society turns out to be the difficulty and key move in promoting the democratic construction of rural society. In 2010, based on the experience of practicing Two Discussion and Four Publication working mode, the so called Standing System of the Villagers’Representative Conference was created in Longsheng Village,Xinhua Town,Linhe District, Bayannaoer. This working method was then sounded and perfected on the basis of studying the 532 working method. From the year 2014, Byannaoer started to carry out the Standing System of the Villagers’Representative Conference in all its villages. After several years of practicing and promoting, the vital decisions made by the rural administration can reflect the villagers’will much better, and the administrative matters are made more transparent and public, so that the administrative decisions can be executed more smoothly. The Standing System of the Villagers’ Representative Conference has become the new method in promoting democratic construction in basic social layer in new times, and the system also gets sound achievement.This thesis takes Longsheng Village,the origin place of the Standing System of the Villagers’ Representatives, as the subject of study. By doing researches in person and summarizing all the experience of democratic administration in rural areas of other districts, I made deep analysis into the cause of the problems, and finally give out feasible remedies to perfecting this democratic administrative method in rural areas and suggestions of promoting the levels of administration of basic social layer.The thesis is divided into 4 parts:the first part mainly introduces the basic concepts of village, rural society, social administration and the administration of rural society. The second part focuses on the developing progress and the specific operation steps of the Standing System of the Villagers’ Representative Conference in Bayannaoer. Then the third part gives an introduction to the operation situation of the Standing System of the Villagers’Representatives in Bayannaoer. And the last part gives the remedies and suggestions to perfecting the democratic administrative mode of Standing System of the Villagers’Representative Conference in Bayannaoer.
