Inter-local Governments Cooperation Of Northern Anhui Economic Cycle

Along with the globalization development, the information technology progressas well as the citizen society, third department’s starting, the network governmentpattern more and more become a frontier problem of public management research inrecent years.Compared with western developed countries, our country is still at thestart stage in this aspect research. Mainly for the most basic fundamental research andthe western literature translation, less related practical research. Compared with thetraditional bureaucratic system and market system, network governance model has itsown inherent advantages. The author of this article is trying to study the cooperationbetween local government economic circle from the perspective of networkgovernance by comparing the three patterns today.The network government pattern shows that the interdependence relationshipamong local governments, the author take the northern Anhui economic cycle as theexample, combined with the reality of life, evolution of cooperation system, throughthe SWOT analysis on the basic situation in the economic circle of the inter-localgovernment paper, reveals the problem that exists in the Northern Anhui Economiccycle Local government cooperation.Then the feasibility and necessity of localgovernment network governance from the perspective of Northern Anhui economic circle cooperation mechanism are analyzed, the effective use of network governance,local government cooperation theory to practice, and then puts forward suggestion ofthe power mechanism, the coordinated mechanism and the safeguard mechanism toestable the Northern Anhui Economic cycle, in order to better function in practice.In the full logic frame of this thesis, the author first defined the concept ofnetwork governance, inter-local government cooperation, and through review ofrelevant literature, reveals the logical starting point of network governance.Thetraditional local government governance mode of existence free-riding,opportunism,individualism, the monopoly of the government, local protection of all sorts ofdrawbacks will require that the rise of network governance mode. The concept ofNetwork governance model from competition to cooperation, the body from monismto pluralism, the pattern from the vertical to the network model, the rules from thecomplex disorder to achieve coordinated and orderly innovation as well as thecooperation benefit realization promote the cooperation and development betweeninter-local governments. Analyzed the place intergovernmental cooperation by thenetwork government angle of view, and combined with the practice of NorthernAnhui Economic cycle inter-Local government cooperation, finally realized the twoeffective union.Finally, based on the analysis, summarized and summed up, drawrelevant conclusions.
