Cooperation Mechanism Among Local Governments In China, Innovative Research

Along with the reform's development, the government raised a reform in order to promote the economic society development hormonally, and then this reform and government functions transform becomes an important topic of power ability construction about our government. As local authorities important constituents of our entire administration system, its innovation and reform regarding raises the region economic integration level. Local authorities in our country relates closely, requests by the authority, the resources opening and the region cooperation management conforms to the ultimate objective which the economic society develops, therefore the innovation of our country area intergovernmental cooperation mechanism has the positive significance for Chinese government which under the globalization background.There are a large number of related literatures about the need and form for cooperation between local authorities. Particularly, the cooperation which between the EU and the United States local governments had became mature. These are good reference for China. Cooperation between local authority in China has been promised quickly after the reform and opening up. Due to the structural defects and the defects of the system, our cooperation among local authorities has many difficulties.The author believed that, the overseas theories and the experiences is very important model significance to our country. In particular, the multiplex government mechanism. But regarding our situation, we can not copy mechanically and apply slavishly, otherwise can cause bad result. So we must unify the real situation of our country, propose the reasonable system arrangement. According to our reality and the experience, the author embarks the angle which constructs of mechanism, through analyzes the present and the difficulties of our intergovernmental cooperation mechanism, and then proposes the system of environment construction, the innovation of movement organization and establishment about the cooperation rules ,through these three aspects we can build the cooperation mechanism of our country.This paper is divided into five parts: the first part is the introduction of the background for the main topics and the significance of the ideas and methods; the second part is the theoretical foundation, mainly related to the definition and the review of research literatures; the third part analyzes the motivations of our local government cooperation mechanism; The fourth part presents the current situation and the reasons of difficulties which between our local government cooperation ; the fifth part proposes an effective way about the construction of our local governments cooperation mechanism.
