With China’s working-age population decline, the important element ’Talent Bonus’ that supporting country’s development of economy has been fading away. Human being is the indispensable initiative factor that maintaining political stability, promoting sustainable development, ensuring the social harmony. Our country is faced with the new international environment and domestic reform, and the research of the release public policy of ’Talent Bonus’ has become the meaning of the countermeasures to cope with the new normal.This paper sets the new explanation of ’Talent Bonus’ connotation as the logical starting point. From the aspects such as politics, economy, expounding the‘Talent Bonus’ effects, and on the base of foreign and domestic public policy of releasing ’Talent Bonus’, putting forward a system of public policy that would release TB. Compared with the ’Demographic Bonus’, the connotation of ’Talent Bonus’ is more rich, which including four dimensions, namely abundant talent quantity, high quality, reasonable structure and efficient disposition. By using PEST analysis model, we draw a conclusion that we need a high-level, reasonable structure talent team to improving international competitiveness, promoting sustainable development, alleviating population gap, dealing with the global third industrial revolution.Public policy has become the important tool of government public management Through the system of public policy, we can release the effects of ’Talent Bonus’, such as the utility of political stability, of the economic development, of cultural prosperity, of social harmony.This paper draws a system of public policy that contains one premise, four dimensions, one security through the practice and experience of human resource policy in US, Japan, England, Singapore, zhejiang, tianjin, Guangdong, Chongqing. ’One premise’ is the improvement of the system of talent settling in and developing, ’four dimensions’ are that enriching talent quantity, that improving talent quality, that optimizing talent structure, that promoting talent disposition. ’One security’ is the meaning of meeting talents’ diverse needs, solving the talents’ worries.
