Study On Policy Attracting High-Quality Talent To Work In Government Agencies

In the era of knowledge economy, human resource has become an important factor to promote economic and social development, especially high-quality personnel, directly affects the comprehensive competitiveness of a country. State organs of civil servants, because it bears the responsibilities of the national development strategy, guiding principle, policy formulation determines the development direction and process of a country, which requires state organs must strengthen the introduction of high-quality talent.Vietnam after twenty years of reform and opening up also shows that only the perfect high-quality talent to attract attention to the introduction of the policy, the state organs of high-quality talent, can effectively promote the development of economy and society. To realize high-quality personnel of state organs and the economic and social development of the important role, in recent years, Quang Nam Province, Vietnam has been issued attract high-quality talent to the provincial level the work of state organs of series of resolutions, formulate the corresponding personnel policies to attract, actively take all kinds of material and spiritual incentives, benefits, in order to increase the attractiveness of high-quality talent, and achieved certain results. However, there are still a lot of problems in the policy of high quality talents in Guangnan Province, which needs to be optimized and improved. Based on this, this paper in Quang Nam Province, Vietnam as an example, combined with the Quang Nam province to attract high-quality personnel policy status, focusing on the analysis of the existing problems and causes, through use for reference the experience of Vietnam and abroad some local practices, and puts forward corresponding countermeasures to optimize the, to promote Quang Nam Province State organs to attract high-quality talent policy to improve and better service to local economic and social development. At the same time, can also provide a reference for other local Vietnamese State organs.
