In recent years,as an important bridgehead for Jiangsu to connect with Shanghai,Wujiang District has become a dark horse on China’s scientific and technological innovation track.Based on talents,how to make the "integration of production and talents" continue to generate strong kinetic energy is a key point of exploration in the process of Wujiang District’s pursuit of high-quality development.At present,the construction of the ecological and green integrated development demonstration zone in the Yangtze River Delta region has entered a period of full force,which urgently needs to play the leading and supporting role of talents,so that the vast number of outstanding talents can be continuously gathered in Wujiang.This paper analyzes the current situation of the formulation and implementation of regional talent introduction policies,and it also analyzes the existing talent introduction environment in Wujiang District from the aspects of comprehensive strength,demonstration area construction,ecological advantages and people’s livelihood and wellbeing.This paper expounds the current situation of Wujiang District’s demand for talents and the new policy for talent introduction in Suzhou City.The current major types of talent introduction policies and the functions performed by the government in the work of talent introduction are be analyzed at the same time,pointing out the highlight measures for talent introduction in Wujiang.Then it can explore the background of the new talent introduction policy based on Smith’s policy implementation process theory and public policy evaluation theory.The problems existing in the talent introduction policy in the district are analyzed from the aspects of policy formulation,implementation,and evaluation.Finally,according to the problem and its causes,we can propose policy optimization countermeasures,to provide policy support for the high-quality development of Wujiang District and enrich the new model of talent introduction policies in the district.Also,we can seek to consolidate the district’s talent introduction policy guarantee system to improve the talent management development model,in order to optimize the innovation and entrepreneurship ecology. |
