Research On The Government 's Disposal Mechanism Of Public Opinion After The Emergency

To December 2015, the size of China’s Internet users has reached to 688 millions, and Internet penetration rate of 50.3% of the whole population. Internet has a lot of benefits, such as a high degree of freedom, a variety of expression, social influence and other characteristics. Our country has entered the stage of frequent occurrence of unexpected events. Such a situation has become the cause influencing national stability and social harmony. How to cope with the emergency of network public opinion has become the important problem to be solved urgently. The government must take effective measures to deal with the public opinion through the network, not only expanding the orderly public participation in discussing public events, but also reducing the negative effects of network public opinion on social governance.This study is concerned with the narrow sense of unexpected incidents, that is, it pays attention only to public emergencies. It refers to the general sense of the government, such as all organs of the state power. It analyzes the behaviors of the core bodies involved in network public opinion, the disposal action of relevant government agencies, the core content in the interactions between the relevant actors, the relationships between structure, the support to produce good interactions and the technical support system. In this study, the emergency network opinion disposal mechanism mainly includes:the relationship between emergency disposal mechanism and early warning mechanism, function and significance of technical application in early warning mechanism. From the point of view that early warning mechanism should support emergency disposal mechanism of network public opinion in order make it operate effectively, disposal mechanism and early warning mechanism in the structure should be the relationship of containing and being contained. Such a structural relationship needs strong technical support from early warning mechanism in order to make correct judgments ahead of public opinion emergency on the network.Based on the analysis of the structure and function under the guidance of the system structure theory, the author argues that the system structure must meet the requirements of the functions in order to fulfill the system function. Through analysis on the relationship between network public opinion management mechanism and early warning decision in the existing mechanism as well as the application of the network technology in the early warning mechanism, the author concludes, that the early warning mechanism has not been given due attention and status in current disposal mechanism, and the shortage in using technical means as well as other causes leads to the lack of early warning of public opinions. It results to that the early warning mechanism can not meet the disposal requirements to deal with the network public opinion after the occurrence of unexpected accidents. Therefore, it should enhance the status of the early warning mechanism in the system structure by improving relevant system design on the one hand, on the other hand strengthen the connection and interaction between information technology and decision-making level. With the support of the comprehensive information and data, decision to solve practical problems can become more efficiently and effectively.
