A Probe Into The Possibility Path Of "Xinxiang Yin" Governance Mode

Since the execution of the "New Policy" implemented by Qing Dynasty, the emphasis of national development has been on city, instead of the countryside. For the sake of modernization, the whole nation has unceasingly seized natural resources from countryside. The former self-sufficient, leisure and carefree life has become the bubbles wafted by the wind. For the time being, with the development of urbanization, China, in the period of transition, is confronted with various difficulties and obstacles in the aspect of administration of village. Among all the problems, rural hollowing, rural disorder, cultural crack, and the inefficiency of the rural administration are categorized to the most worrying rank. People share the feeling that in China, countryside falls far behind the city, virtually running and puffing hard in the silhouette of the modern city. The viewpoint that the urban-rural dual structure is the main barricade to the integration of city and village was put forward on the Third Plenary Session of the 18th Central Committee of the Communist Party of China. The difficulties of the administration of countryside are tantamount to the mountains hampering the way to modernization, which should be solved as quickly as possible.Against the backdrop of modernization and industrialization, the construction of the new village accelerates the pace to modernization. The design of the integration of city and countryside accelerates the revolution of urban-rural dual structure in a more spacious environment. During the process of the execution of the strategy of today’s integration of city and countryside, it brings us much merriment to witness that many local governments pay close attention to the construction of the new village. A galaxy of talents is invited with courtesy to the countryside where they grow up. What is more, those who are successful with gigantic achievement set examples by personally taking part in ameliorating the living environment of countryside, inheriting the traditional culture and custom as well as making contribution to the construction of a beautiful village. As a new member of the era, the appearance of neo-village elite proves the feasibility of administration of the rural countryside and what is more, more efforts should be made in regard to the inheritance of traditional culture and the innovative construction of modern society.Based on the administration of rural village, the writer composes this thesis from the angle of neo-village elite, exerting the effort to explain the feasibility of the administration mode of neo-village elite so that the thesis would be based on the theory which would consummate the writing on a more logical and convincing level. This thesis firstly elaborates on the definitions of village-elite, neo-village elite and administration of village and by reviewing and analyzing the administration of rural village in different periods in China, when expounding the definition of administration of village, the writer explores the regularity of the transition of both nation and social relationship, which is manifested by the phenomenon of transforming from controlling-model to autonomous-model, then to cooperating-model. What is more, the writer probes into the internal changes of society of the countryside. By analyzing the predicament of the administration of today’s countryside, the writer finds that it is the fragility of rural economy and purity of rural culture that drag the countryside into mire. However, the appearance of the administration model of neo-village elite brings hope to people. In the following part of the thesis, the writer emphasizes feasibility of the new model of administration, trying to explore the role that the country-elite play during the process of the transition of countryside administration. In modern days, the word village elite which is brimming with a sense of history and culture is endowed with new meaning because of the appearance of neo-village. In the aspects of both the heritage and innovation, the administration mode of neo-village elite gains a firm foothold in the area of administration of countryside. In the following part of the thesis, the writer will focus on the analysis of wrestling between different people behind the new model. Based on the analysis, the writer ponders more deeply on the feasibility of the administration mode of neo-village elite and tries to find the outlet.
