As an important part of the foreign policy of the United States, American anti-terrorism policy is developing in the practice of dealing with terrorism according to the change of anti-terrorism situation. American anti-terrorism policy has gradually formed some characteristics of its own in the evolution process. Using "double standard" in anti-terrorism operations has become the preferred means of American anti-terrorism policy. This paper tries to use the relevant theories of international politics to explore the essence cause and effect of the "double standard" of American anti-terrorism policy. It will be helpful to coping the "double standard" of American anti-terrorism policy.Besides the introduction, this paper is divided into four chapters to discuss the "double standard" of American anti-terrorism policy and predict its trend. The first chapter respectively introduces American anti-terrorism policy evolution and characteristics, and illustrates the essence and expression of the "double standard" of American anti-terrorism policy. The essence of the "double standards" of American anti-terrorism policy is the value of pragmatism that emphasizes supreme national interest. And its fundamental goal is to maintain the hegemony of the United States. The second chapter mainly analyzes the influence of the "double standard" of American anti-terrorism policy on United States and the international society. The "double standard" of the American anti-terrorism policy makes the United States in the fall of international reputation, decreases the relationship between the United States and allies, and severely damages economy. At the same time, the "double standard" of the American anti-terrorism policy also has weakened the strength of international cooperation against terrorism, deteriorated international security situation, and changed international political pattern.The third chapter analyzes the root causes of the "double standard" of American anti-terrorism policy by the theoretical reasons and realistic reasons. The "double standard" of American anti-terrorism policy forms from the theory of pragmatism and realism, but also from reality that includes the changes of the American national interest, domestic politics and the lack of mechanism to supervise international anti-terrorism cooperation.The fourth chapter, from the perspective of international politics theory, puts forward the strategic thinking of the response to the "double standard" of American anti-terrorism policy for international society:On one hand, international society should promote world multipolarization, form the balanced the international politics system, and establish effective international mechanism to supervise and restrict anti-terrorism. On the other hand, it is essential to eliminate outdated the thought of "cold war", establishing new "harmonious culture" concept in the international society.Generally speaking, this paper discusses four parts to framework the theoretical research of the "double standard" of American anti-terrorism policy, and further expounds its future:the "double standard" of American anti-terrorism policy will be adjusted while it is frustrated, but this will experience a long and tortuous process. At the same time, Through the study of the "double standard" of American anti-terrorism policy, we can understand American anti-terrorism policy more in-depth. Certainly, it also is to provide a useful reference to deal with the "double standard" of American anti-terrorism policy for the international society.
