Terrorism has a long history.It has brought grave disasters to the country and people.It is the focus of the world's attention.How to effectively combat terrorist crimes has also become an unmanageable problem.On the contrary,the relevant U.S.legislation on combating terrorism has been quite effective.It also proves that adopting "the rule of law" can fundamentally solve the problem of terrorist crimes in comparison with the powerful means of war.The path taken by the United States to combat the legalization of terrorism is not always smooth and has undergone several stages of change.In the initial stage of legislative regulation of terrorist crimes in the United States,international terrorism was the main target of attacks.During this period,the United States and the traditional terrorist crimes dominates.The principal crime occurred outside the United States is also assassination,Manufacturing explosions and so on.In addition,influenced by the "Cold War",the United States has not paid much attention to terrorism crimes.During this period,the anti-terrorism legislation in the United States failed to fully play its normative role and its attacks on terrorism were also concentrated in the international Terrorist crime.After the "September 11" incident,the United States has paid unprecedented attention to the crime of terrorism.As the United States government began to make its legislation as the center of its legislative work,the United States has made tremendous adjustments both in advance prevention and in hindsight.During this period,the United States stepped up its anti-terrorism efforts and promulgated a series of anti-terrorism laws.The anti-terrorism laws it brought undoubtedly came along with some disputes such as the conflict between legislative content and private rights.Anti-terrorism legislation in the United States is a process of continuous improvement through continuous practice and gradual maturity in the conflicts.Many problems have also been encountered in this process.The typical one is the conflict between human rights and anti-terrorism.Facts have proved that only through balancing the two can anti-terrorism be properly implemented Orbit development.Up to now,the crime of terrorism is increasing.Our country is also affected by the crime of terrorism both at home and abroad.It is of great significance to study the legislative development of the anti-terrorism crime in the United States and to our learning and reference.
