Food is the top priority for a populance and safty comes first for a diet.Food safety is a hot issue of concern to the general public.As a food type consumed by more than 20 million ethnic minorities,who have the habit of muslim food,halal food safety is very important.The safety of halal food involves food hygiene," unclear halal" or " untrue halal"," generalized halal" or " pan-halal" and so on,which need to be closely monitored.In order to understand the cooperative supervision of halal food safety,this study combines the cooperative governance theory,uses data analysis and field investigation methods,and selects six central provincial capitals as research objects to carry out analysis.In view of the current situation of coordinated supervision of halal food safety in central provincial capital cities,this paper sorts out from three dimensions: subject,system and operation.At the main level,the pattern of multiple subjects has taken shape,the leading position of the national affairs department has been strengthened,and the role of the specialized agencies and teams related to halal food safety supervision has begun to become prominent.At the system level,a preliminary legal system has been formed and a preliminary coordination mechanism has been established.At the operational level,it is important to carry out centralized inspections and special inspections,and to deal with emergencies or conflicts related to halal food safety.Focusing on the problems existing in the coordinated supervision of halal food safety in the capital cities of central China,this paper discusses them from three aspects of subject,system and operation in combination with the three dimensions of current situation analysis.On the subject level,there are problems such as insufficient diversity of subjects,deviation of subject recognition,vague definition of subject authority,insufficient positive interaction among subjects,etc.At the system level,there are some problems,such as incomplete laws and regulations,ineffective system implementation,lack of evaluation feedback mechanism,etc.At the operational level,there are some problems,such as lack of overall coordination,less prior coordination,weak law enforcement and low participation of social subjects.In order to improve the coordinated supervision of halal food safety in central provincial capitals,combined with the current background of rapid development of information technology,it is proposed to strengthen the construction of cooperative subjects,strengthen the construction of halal food safety supervision system,strengthen the construction of operation and execution system,and strengthen the construction of halal food safety coordinated supervision information platform.
