In the background of "to achieve to a new level, to construct a new Yangzhou", and in the first year of the 13 th Five-Year Plan period, the morale and ability of civil servants directly determine the quality of the government’s administrative efficiency and the smooth achievement of a better blueprint. Junior civil servants are important parts of the civil service, they are in the front line of development and reform, work directly with the masses of people, therefore they need to work harder. In recent years, however, some negative cases reflect the presence of junior civil servants burnout phenomenon. Firstly, more and more junior civil servants resign or retire early, secondly, more and more junior civil servants work with less passion, some junior civil servants’attitude, general momentum decline obviously,"lazy government" and "idler politics" have become public hot spots. The occurrence of junior civil servants burnout phenomenon will directly affect their work attitude, efficiency and quality of the civil service ranks, and will have a negative impact on the ruling ability and level of government. Therefore, it has great practical significance to investigate junior civil servants burnout situation, to find out the cause of this occurrence, and to put forward reasonable proposals.This study based on the city of Yangzhou. We use MBI burnout inventory aquestionnaire to investigate 200 junior civil servants, and analyze the collected samples with SPSS software, then conclusions come out. It is common phenomenon for the Yangzhou junior civil servants to burn out. Age, work experience and place of work influence junior civil servants significantly. The study makes a thorough inquiry from individuals, organizations and social factors to analyze the reasons of job burnout. Personal factors reflect mainly in four groups of contradictions, contradictions between blind career planning and reality, personality conflicts and grass-roots work, old and new normal capacity, and the contradiction between purpose of consciousness and requirements of the "three strict three real". Organization factors mainly reflect in the failure of incentives, hysteresis of guarantee mechanisms, lack of restraint mechanism and less harmonious working environment. Social factors mainly reflected in high expectations, monitoring pressure, and less social support. Drawn from the analysis for reasons and the reality of Yangzhou, our study gives suggestions to solve the problem from individual, organizations and society level:Tailored career development planning, timely psychological adjustment, improvement of the quality and ability to establish the correct professional values in the individual level, improvement of the incentive mechanism, protection and restraint mechanisms, and creation a favorable environment of administration in organizational level, to establish reasonable expectations for junior civil servants, advocacy public image of the junior civil servants and to build a new platform for social contacts and exchanges to reduce burnout in the social level.
