In the era of vigorously promoting the development of the market economic system,the main role of taxation is reflected in three aspects.The first one is to adjust the economy,the second is to increase fiscal revenue,and the third is to optimize the distribution system.Starting from May 2016,the former state tax departments began to carry out the reform of "the Change from Business Tax to Value-Added Tax",and its position in the institutions directly under the Central Government has become more and more important.However,at present,with the rapid development,the changes of China's social economy and the continuous advancement of the tax system reform,the former civil servants in the tax system are required to have a strong professional ability and a conscientious work attitude.Corresponding to this,the human resources management and development of the former national tax system does not synchronize with the in-depth promotion of the collection and management work.The contradiction between workers' heavy workload and tight time requirements existing in grassroots tax departments,especially the former state tax departments,the contradiction between work intensity and salary,the contradiction between work requirement and the personnel quality,as well as the contradiction between the narrow promotion channels and cadres' psychological expectation,are becoming more and more intense.These kinds of contradictions make the job burnout phenomenon more and more serious in the front-line tax worker troop.If this problem is not solved,it will not be conducive to the development of each individual practitioner from a micro perspective,as well as the realization of tax modernization from a macro perspective.Job burnout is actually a kind of emotional failure phenomenon,which is the emotional change of workers under the pressure of work for a long time.Firstly,job burnout will enable practitioners to be irritable and lose enthusiasm for work.Secondly,it will enable practitioners to lose patience toward people they serve or come into contact with,with negative work attitude as well.Thirdly,it will enable the individuals to decrease the evaluation for the value and significance of their work,thus affecting normal commuting.In this paper,the civil servant will be taken as the main body of the analysis,to carry out an empirical analysis for their job burnout.Meanwhile,the three-dimensional theoretical model,the new public human resources management and control theory and the civil servant rescue plan(Government EAP)will be taken as the basis for discussion.And starting from the measurement for four dimensions of psychological status,living conditions,working pressure,and the institutional environment and the degree of organizational culture construction of the workers of the tax system,mainly the former national tax system,the real information is collected through the compilation,distribution and the collection of questionnaires,to carry out further correlation analysis for the obtained data.Therefore,the actual situation of job burnout,the inadequacies and the factors causing the inadequacies of workers in the tax system are discussed in detail in this paper.And then,some feasible countermeasures aimed at the causes of job burnout of civil servants in tax system are put forward to improve living conditions,alleviate working pressure,improve institutional environment and rebuild organizational environment.Through this study,a normal monitoring mechanism of cadre's mental state is attempted to be constructed,to manage the job burnout of civil servants in tax system,thus promoting the enthusiasm of tax system and even the group of civil servants and improving their psychological state.On such basis,the work efficiency of Government departments can be improved,to finally realize the purpose of tax modernization.
