The number of candidates of the national civil service examination more than1.38million in2013, the hottest competitive ratio is9411:1; a widespread trend of socialemployment and careers seems to forming that to participate in the civil service exam.Since the system of national civil service examination was established in1990s,thenumber of candidates of civil service exam in a surge always, an alarming data andproportion of exam makes an impact to the social focus of attention, it be called“national test”,“Chinese first examination”. However, when they break through asea of people and becomes a civil service,They will not only feel the aura of thecoveted career, but face the trouble of burnout sweeping global.The key of politics is lies in talent. The talent always gets the body position incountry ruling whether the management theory of traditional personnel, or themanagement theory of emerging public human resource. And the "talent" in here isrefers to the civil servants. As the main actors in public administration,the directexecutor of public power and public affairs.Their political literacy, professional quality, moral character and the ability to workwill have a very important impact on the healthy functioning of governmentdepartments, the implementation of public administration objectives, and the servicesand security of social interests, In addition,make a long-term affection on the party’scapacity building and achieve the long-term stability of social. As a very important partin the organization of civil servants. Junior civil servants accounted for a largeproportion in size,their comprehensive quality, professional ability and mental stateplays a fundamental role on the overall performance of the civil service. Moreover, thejunior civil servants lies in the underlying structure in hierarchical organizationgenerally, undertake the front-line positions and heavy cumbersome task. theiroccupational burnout has become a universal phenomenon in the modern workplace,asthe direct users of public power and the direct bearers of public affairs,the mental statusof the junior civil servants affect their work status and government performance directly.How to intervene the junior civil servant’s occupational burnout scientifically andsystematically,improve administrative efficiency and the level of performance,is acommon problem faced by government and academia. The article raised4hypothesesabout the determinants of junior civil servant’s occupational burnout,include the quality of junior civil servant,working pressure,institutional environment and organizationalculture. Then, quantitative methods such as regression analysis are employed to analyzethe determinants of the junior civil servant’s occupational burnout by using statisticaldata from the2012Chongqing Questionnaire Survey of Junior Civil Servant,the resultsshow that organizational culture and working pressure has the stronger overall impacton occupational burnout. The overall impact of institutional environment and the qualityof civil servants on occupational burnout weakens in turn. The key limitation of thestudy is that the questionnaire focuses solely on the junior civil servant in Chongqing,whether similar results hold for other cities is an interesting issue for future study. Theresults in this study suggest that to facilitate and prompt the construction oforganizational culture, improve the management of working pressure. At the same time,take measures to optimizing institutional environment and importing the EAP assistance.In addition, the overall quality of junior civil servants should be improved. This paperclarifies what occupational burnout is. More important, this paper analyzes thedeterminants of the junior civil servants employed quantitative methods for the firsttime. The findings of this study help us to recognize the antecedent of occupationalburnout and better prevent and alleviate the phenomenon of burnout, ensure therealization of government performance....
