But the current investigation and research also shows that the industrial park has many problems in the public management behavior of their own, and even some of the more prominent and complex contradictions.Jinning County is located in central region of Yunnan Province as a whole, is located in "Pearl of the plateau" Dianchi Lake in the west coast, embrace more than 53 km of beautiful Dianchi lake shoreline is planning and construction of modern new Kunming Nancheng and Xicheng location, also is in Yunnan Province, an important development planning "Yunnan Economic Zone core and the hinterland. Kunming and Yuxi in two major cities in the economic zone,(as of 2014 data, Kunming, ranked in Yunnan Province, Yuxi ranked third) can be said to be a new set of central and provincial capital of Kunming Province, province, an important link point, but also as an important part of the economic development of Yunnan province. From the traffic, Jinning has been through an Jin expressway, there is after Jinning construction has been completed the Kunyu expressway, there is around Dianchi Lake construction "tricyclic" project. Jinning has been through the unique advantages of traffic into the core of the main city of Kunming life circle. Again is in Yunnan Province as an important province in the southwest frontier, capital city of Kunming bearing the radiation as the task of Southeast Asian countries, Thailand railway is being built, and Kunming link in Southeast Asian countries and some important traffic engineering gradually completed. Starting from Kunming, covering the entire South Asia, Southeast Asia, the road, the railway transport connection gradually completed, Jinning County, the status of the transport network will become increasingly important.With the reform and opening up, the rapid development of the economy of Kunming City, the city’s population continues to increase, the demand for the second industry is stronger, the main city of the city to carry out the second industrial zone around the strong demand. Jinning County Industrial Park to as Kunming City under the jurisdiction of a provincial industrial park, and achieved good results in the construction, but also to face with the new problem is worthy of our study and the problem were discussed.At present, mainly facing the following three aspects: first, the shortage of Industrial Park, the park is difficult to supply the gap to supply funds, management services is poor, infrastructure and the development of the park can not keep pace. Two is the park overall construction coordination ability and supervision to strengthen the main performance in the construction of the park there is a way to improve the construction of the project and the project implementation of comprehensive supervision ability to be improved. Three is the Industrial Park involved in the legitimate rights and interests of landless peasants and the main performance in the protection of land rights and interests of farmers and promote the implementation of the "new citizen" employment difficulties. The existence of the above problems to a certain extent, the construction of the industrial park can be smoothly, must cause high attention and practical solution.To overcome the problems in the construction process of Industrial Park, this paper considers that we can try the following methods: first, relax the sources of capital, find suitable financing cycle sustainable model; two is to improve the overall quality of the park to establish a sound government departments; three is to increase the park construction good ideas and the park in place of employment assistance efforts; four is a combination of local real establish and improve the protection mechanism and employment promotion mechanism.In short, Jinning County Industrial Park as a whole Kunming City Industrial Park, the construction of industrial park is still in the initial stage of development, industrial park is located in the local government in the process of promoting the project must continue to look for effective mode, can learn from the success of other provinces and cities, but also believe that with the development of the whole country towns chemical industry, Jinning County Industrial Park can go out for their own development road.
