Urbanization and modernization process are complementary, they are necessary to make progress for a country. In this process, the transformation of agricultural population to urban population is the motivity and an important supporting factor of urbanization and modernization.Weather migrant workers, the new citizens can assimilate into community have important influence to stability of urban system and the process of urbanization. Of rural-urban migration has entered a new stage, new citizens have shown differences in the community integration at all levels compared to the past.The situation of the community integration of new citizens is still not good in China.The reasons for this phenomenon are diverse, including the institutional factors,and factors beyond the institutional as well. At the same time, the relationship between these factors must be studied seriously. The assessment of the situation of the community integration of new citizens from economic integration, social interaction and cultural-psychological identity shown the differences between the different dimensions.In fact, the new citizens into the city’s community generally accepted values of the city and society of strangers, new mode of social interaction. But the contradiction between their desire to integrate into the community and the urban society, and the lack of abilities to do that make the process becomes extremely difficult. Even more, there may be a potential risk that the high level of cultural-psychological identity will create new conflict and confrontation, instead of enhance other two dimensions.To solve this problem, ensuring that new citizens will assimilate into community, it is not enough to rely solely on any party efforts. The parties must establish support system and cooperate with each other in it, and the support new citizens to improve their abilities for the integration. The factors of this system including not only government as the representative of public authority, but also social organizations and civic participation.With the method of cooperative governance, the system will become mutually supportive,and goal-oriented.
