If the third Industrial Revolution in the 20 th century has brought about the era of computer science, then we believe that the fourth Revolution in the 21 st century or next to come will bring us with the era of comprehensive inter-connection and communication, where the new media acts as the medium and forerunner. In recent years, as the outstanding representative of the Chinese new media, BAT has gradually become one of the most decisive parts in the global new media world, in contrast, the information regulation regarding new media in China has somewhat fallen behind. The inability of managing and regulating the new media scientifically will definitely cause the chaos in its development process, so the government has drawn more and more attention to the regulation of this field. This article proposes ideas and illustrates methods to achieve scientific information regulation under the scene of new media. The article first states the status quo of information regulation under this background(of new media). Then, it analyzes the definition and implication of information regulation from both broad and narrow aspect, and suggests implementing scientific regulations accordingly with the national conditions. Second, applying legislation theories to practice, the article provides analysis of the information regulation regarding three main fields: public and social information security, “philistine, vulgar, and cater to the low tastes of society”& pornography, and private information. The article addresses three problems: firstly, the government has not been able to fully satisfy the needs of the public. The government has somewhat ignored the right of the public to practice their freedom of choice, by imposing its own regulating will to the object parties, the government makes it even more difficult to regulate effectively; secondly, the service standard of the government in information regulation needs to be improved, even though the government has constantly invested money, intelligence, capital and other resources in the regulation process, it failed to manage the information regulation efficiency, which causes the imbalance between input cost and the regulation output; thirdly, in the information regulation process, legislation regimes & systems constructed are still needed to be improved. Some legislation settings appear to be too general, too vague, and even inapplicable, lacking of higher level legislation scheme is also a key reason for its imperfection. In the last part of this article, aiming at solving three problems above, the author provides suggestions and methodologies for achieving more scientific and efficient information regulations in the background of new media. First, constructing a multi-channel communication and interaction platform, respecting the public freedom of choice, and putting best effort to understand and satisfy the information need of the public. At the same time, the government should implement information regulations scientifically according to people’s real needs. Second, creating motivation systems, expanding service methods, promoting the government’s overall service standard in the information regulation process, and increasing regulation efficiency. Finally, the government should actively carry forward the construction of higher level legislation scheme, amend and update outdated policies & legislations, and help to create tailored policies & legislations according to public and social security regulations and other features.
