At present, the reform and opening up in our country is stepping into deep waters, and the difficulty which our government faces is increasing constantly. The society is also rushing into the throes of transition. Social transformation creates great changes to economic system, social structure and ideology. It also brings new problems and contradictions, and gives birth to more and more mass incidents.Mass incidents involve many different people. The causes of them are complicated. What is more, they bring great harm and profound influence to the society. They also expose a lot of contradictions and governance problems that exit in our society. At the same time, they pose challenges to the government’s capability of governance. The traditional governance cannot cope with the diversified mass incidents. On governing mass incidents, government is facing the risk of failure. Therefore, we need to culture various social strengths to help government to deal with mass incidents. After the reform and opening up, the domestic civil society has made great progress and development. Meanwhile, the improvement of quality of citizens has greatly accelerated the maturity of civil society. Thus, the society has created necessary conditions and foundation to the local government for synergetic governance. So, we can construct a government-led, all kinds of social strengths participated mode to governance in mass incidents.Based on the study of synergetic governance of mass incidents, this paper mainly uses case study and literature analysis to do the research, and try to find government’s shortcomings and its reasons in dealing with mass incidents. Then, from the perspective of synergetic governance, the paper puts forwards a new path for government in governing mass incidents.
