Study On The Evolution And Governance Of Labor Mass Incidents In China Under The Period Of New Normal

19th CPC National Congress report proposed "socialism with Chinese characteristics has entered a new era" of new historical position,this major political discourse on China's development under the new era of requirements,content,way of social development,power and so on are experiencing a fundamental and comprehensive historic transformation.Labor relations as a microcosm of social relationships,with the liberation development a series of major initiatives,promote the marketization of the Labour productivity,the relationship between the state and the laborer is being constantly reshape.The relationship between labor relations and other economic and social issues has a high degree of relevance and is conductive in the development process.The development and change of labor relations under the new era faced with more complicated economic and social environment,labor mass incidents in China is also due to the transition period the deepening of labor conflicts and present a serious situation.This paper elaborates the development context of labor collective events in our country,elaborates the evolution process and characteristic transformation of labor collective events,and summarizes the three stages of mass incidents based on the moral economy,the mass incidents of migrant workers based on rights,and the new generation of workers based on interest demands.Based on this,and then summarizes the characteristics of the industrial mass incidents in China under the period of new normal,points out our country labor mass incidents in his struggle against appeal point,action strategy,attitude and participation main body presents a new change,and from the "right" to the "interests" composite demands,from "loose sand" to the "organization" of collective action,from the "radical" to "moderate" struggle of reason,and from the workers "struggle" to "the labor NGOs involved in" Angle is analyzed.This paper also discusses the mechanism of labor collective events in China creatively,analyzes the whole process of labor collective events in China from triggering mechanism,mobilization mechanism and mechanism of dissolving,and probes into the government governance of the collective events in our country.Under the background of the new era,the common governance model of party committee leadership,government leadership,social cooperation and public participation should be further deepened,and the concept innovation of "management" to "co-governance" should be realized through the source governance to promote the socialization and legalization of collective event governance.Through dynamic regulation,raise the awareness of early warning and promote the intellectualization of collective event management;By requiring the corresponding departments to clarify responsibilities,improve the function,establish an efficient and responsible coping mechanism to promote the professionalization of collective event management,and make Suggestions on how to build the social governance pattern of "co-construction,co-governance and sharing" in the relevant fields.
