A Comparative Study Of China 's Regional National Autonomy And The Former Soviet Union

Regional ethnic autonomy is a basic political system of socialism with Chinese characteristics. It is significantly different from the former Soviet federalism, particularly in addressing the multinational socialist country’s national problem, which has enormous incomparable superiority. The paper discusses the similarities and differences of regional ethnic autonomy system of China and federalism of the former Soviet Union, aims to firmly adhere to the faith and determination of regional ethnic autonomy, and consciously improve the system of regional ethnic autonomy, promote the realization of Chinese nation’s great rejuvenation of the Chinese dream.Through the use of knowledge in political science, ethnology and other disciplines, by comparison, induction and other methods, the similarities and the differences between Chinese regional ethnic autonomy system and the former Soviet Union, are analyzed. Ultimately, It comes to one point that regional ethnic autonomy system of China is better than the former Soviet federalism perspective.This paper is divided into four parts. First is the Marxist theory of national autonomy. Second is the development process of China’s regional ethnic autonomy system and the former Soviet federalism. Third is the comparison between regional ethnic autonomy of China and the former Soviet federalism. Fourth is to uphold and improve the regional ethnic autonomy system of the Communist Party of China. This paper summarizes the achievements of Chinese system of ethnic regional autonomy, focuses on the reasons for the failure of the former Soviet federalism. Finally, the recommendations are presented to implement the Marxist theory of regional ethnic autonomy, adhere to improve the system.In view of improper methods to solve national problems adopted by the former Soviet Union, found that the federalism based on national self-anchored was lack of energy to survive for long-term development. So, it is inevitable that the Communist Party has stepped down, the country has disintegrated. The failure of the former Soviet federalism has provided important inspiration to China that, the choice of regional ethnic autonomy by the Chinese Communist Party is very correct; through 60 years of practice, China has overcome challenges launched by ethnic separatist forces from home and abroad, by domestic political turmoil. The implementation of regional ethnic autonomy system has great superiority, has made remarkable achievements, has shown a strong vitality.The proposed improvement of the legalization of regional ethnic autonomy system, the implementation of the autonomy of national autonomous organs, the promotion of economic and social development of ethnic minority areas, the advancement of the participation of minorities in consideration of state administration, has a strong theoretical and practical value, and has a certain promotion prospects, beneficial to further uphold and improve the system of regional ethnic autonomy.
