The official development assistance is a way for sovereign country to participate in international affairs, performance of the international responsibility, paiticipate in the exchanges between countries.Foreign aid also as a propaganda image, enhance international voice, an important means to enhance the soft power by many countries..After the 1988 Seoul Olympic Games, South Korea realized the importance of official development assistance and then began to push development assistance.From South Korea and the organisation for economic co-operation and development subordinated development assistance committee, this paper expounds the formation of South Korea from recipient to aid donor. On the basis of a large number of data, the current situation of the south Korean development assistance is detailed data analysis, based on the data analysis results, this paper discusses the south Korean development assistance in pay attention to the political and diplomatic relations, attaches great importance to the economic complementarity, the characteristics of the high paid assistance, and analysis of the basic rules of the south Korean official development assistance and implementing agencies, put the south Korean development assistance work based on the three laws and regulations and three institutions do foundation, three legal content from coarse to fine, have main from three institutions, accelerate development assistance work together to negotiate cooperation each other, and further to political, diplomatic, security, economic, social and cultural starting point for aid, focusing on the analysis of the south Korean foreign aid strategy goals and the development trend of aid policy.On this basis, the proposed on our country’s development assistance work in positive release data,expanding aid paid four aspects such as the proportion of enlightenment.
