The Current Difficulties Faced By Rural Grass-roots Government, Causes And Countermeasures

For the last 20 years and more since the reforming and opening,a worldhaking change has taken place in our countryside. Thanks to fixing of farm output guotas for each household and coutinuing of contract to land , the income of the farmers has increased notably as compared with that before the reforming; the ecouomic strength of the countryside has been enhanced continuosly;the foundation of the agriculture has been further cousolidated; and the social and political situation in the countryside is stable. The self ? government of the countryside is being put into effect and the political power coustruction of the countryside is being strengthened. But ,We should clear see that the political power coustruction of the countryside basic level at present is faced with some difficulties ,such as :the problem of farmers抌urden can not be thoroughly setled for a short while ; the income of the farmers is increased slowly and the relations between cadres and farmers are strained. Because of these problems , the political power of the countryside basic level is faced with a severe test. Therefore, setting these problems which the political power of the countryside basic level is faced with is undoubtedly and important task of the countryside work in cur country for a guite long period hereafter. Striving to start with the farmer problems in this paper, the problems and difficulties in our countryside were seriously analyzed and the methods to solve them were approached through auaiyzing countermeasures of solving the farmer problems.
