| This dissertation is based on the Taxation Management Information system (SWGL2000) of Local Taxation Bureau in Sichuan province, which the author participated in. The author took part in the analysis and the design of the whole system and undertook the developing work of the ticket management and decision analysis, the two subsystems in SWGL2000. The essay introduces the whole process of SWGL2000, from the beginning of the design to the specific realization. It also elaborates the application of SWGL2000 in MIS. It focuses on the design and the realization of SWGL2000. From wholly to partly, it emphasizes the structure of the system and the design idea and the realization scheme through the system. In this dissertation, the author not only analyses some critical techniques but also gives his idea and methods of realization. The dissertation is divided into four parts. The application of SWGL2000 in taxation management in our country started at the beginning of 1980s. For the past ten years, the SWGL2000 in taxation management has developed rapidly and has evolved through three phases, single operation and single application, Local Area Network (LAN), Wide Area Network. The SWGL2000 is a MIS based on WAN, which will have a great effect on the modernization and network process of taxation management in our country in the future. MIS manages data by computer techniques and provides the manager with decision support to make manager work efficiently. It is a system which establishes the analysis plan, control and decision modules and the corresponding database to provide an organization with an information collecting storage, management, analysis and decision function by using computer hardware and software techniques. MIS is composed of four levels from top to bottom. The first deals with daily affairs. The second is the plan for frequently working and information management of control. The third is the concrete plan and information of decision. The last is the strategy plan and information of decision. Each sort of information in each level uses the data in the below levels and the new data. The main functions of SWGL2000 are collection,handling,storage,management,query and transfer of information. In SWGL2000, the management in the basic level accomplishes the collection,storage,handling and transfer of information and management of information to some degree. The management in the high level realizes the management and query of information and decision functions. There are two research methods of MIS: life cycling method and quick prototype method. In SWGL2000, we use the latter design method is quick prototype which is more suitable and advanced. What we should pay much attention to is the system analysis and system design.The SWGL2000 is entrusted by the Local Taxation Bureau in Sichuan Province to realize the modernization and automation of local taxation management. The SWGL2000 is divided into two subsystems, the taxation management in the high management level and the taxation management in the basic level.The taxation management in the high level is fit for the unit in province and city .It accomplishes the work closedly connected with the basic level .It includes the tickets management, the report management and the tax decision analysis system.The taxation management in thebasic level is suitable for unit in basic .It includes more basic applications.The author undertook the development of the tickets management and the taxation decision analysis system. The author also undertook part of the general module design such as data-window printing module and data synchronizing module. The data-window printing module makes the query result present as a unified form .The data synchronizing modules resolves the correspondence in the distributed data in WAN. It keeps the correspondence among the data distributed in different area.The system can use either the central data management mode or the distributed data management mode.
