The development of private enterprise in China has experienced twists and turns. This paper, combining our country's concrete conditions with its special history, outlines the reasons for the private enterprise's reappearance and development, especially concentrates on its theoretical basis, its functions and relevant problems. Thus draws on the conclusion that it is essential to treat and evaluate private enterprise properly in order to improve our country s comprehensive national strength, establish socialist market economy and build a special socialist China. However, some relevant problems should be resolved: the shortage of qualified personnel; the management is behind the times; the short-terms interests exist in the production and so on. Chapter five deals with future development tendency and strategy. Private enterprise will not only go on developing in China, but the quality, quantity and talent structure will be improved. The government should go on creating favorable macro-circumstances for the private enterprise development and the private enterprises themselves should alsu make practical strategies that applicable to their own enterprises.
