Study Of State-owned Assets Management System

China Economic System Reform attaches importance to the development ofstate enterprises.Of which a major focus is to improve the state assets systemmanagement.It has been more than 10 years since we begun our reform in lateI 980s.Much progress has been made in the reform,but we are still a bit far awayfrom our expected goals.This essay analyzes the basic framework of the state assetssystem management,which established after the preliminary reform.The new systemincludes 3 levels of state Assets Administrative Institution, State Assets OperationalSystem Management and State Assets Operation Mangement,and State AssetsOperational System Management.Though the new system showed it's superioritiesin every aspects,which made most of the state enterprises have a favorable turn oftheir production and operation. In the mean time,new problems unavoidablyappeared.This made it urgent for us to deepen the state assets systemmanagement.The essay finally put forth several concrete measures of furtherdeepening the state assets system management reform:Regular investment dealerinstitution to solve the problem on proprietorship;Perfect assets budget system tosolve the problems on reproductive investment of capital;Improve the supervisoryand conditioned system management to solve the problems on the agency byagreement.
