As a new payment tools and credit means, banking cards are the production of the banking business and modern science and technology. At the beginning, banking cards are only a kind of business credit warrant. Then, they developed to be the credit cards based on the banking credit. With the wide application of computer and network technology, credit card has many functions such as payment and settlement, consumption credit, and saving and exchange. In a boarder sense, the conception of banking cards has derived from credit cards, when saving cards, transfer cards and other kinds of credit cards have generated. The process embodies clearly the close relationship between banking cards as the outcome of modern financial innovation and science and technology. Especially in resent years, the rapid development of information technology and information industry has brought a capacious room for the banking cards business. Nowadays, banking cards have become the most vital means for banking industry to adjust management strategy, broaden the serving fields, and promote the business, while the earning from banking cards business has been an increasingly important resource of the benefit of the banking industry. Having a shorter history compared with the developed countries, banking cards business looks a good tendency of health development in China. The issuing quantity and transfer amount of banking cards have been enlarged; the services through banking cards have been diversified; and "Golden Cards Project" has begun to operate. However, there still exists a great gap between banking cards business in China and in advanced countries in internationalization. China's entrance into WTO and the more opening to outside world of banking industry make banking cards business and its management system unsuitable. Furthermore, there are many resistant factors in the process of the development of China banking cards business. Through the investigation of the banking cards market in Beijing and the analysis of the composing elements of the market, this paper tries to find out those resistant factors of the market, analyze their cause of formation and seek redress for them. From research above, those problems in the development of banking cards business in China as a whole and the tendency have been drown out. This paper composes of six chapters. By introducing the generation of basic theory of credit cards and the development of banking cards market, Chapter 1 shows the meaning for China to develop banking cards business, the situation of banking cards business in China, as well as the existing problems. In Chapter 2, the history and actuality of banking cards market in Beijing has been demonstrated. This chapter emphasizes that the market is full of fury competition due to the special circumstance of Beijing and that some problems in the market restrain its development. Chapter 3 analyzes those factors that influence the development of banking cards market in Beijing. A basic framework for analyzing has been introduced. Under this framework, those factors are divided into two groups. One group consists of external factors such as the developing level of economy, science and technology, social credit system, laws and policies, and so on. The other group includes internal factors such as issuing banks, cards users, business partners engaged, products of banking cards, and transfer model. After careful analysis, the paper presents that the external resistant factor is the lack of personal credit system. Among those internal factors are the low customer satisfaction, the out-of-date management system of banking cards division, the underdeveloped markets of cards users and business partners engaged, and problems in "golden Cards Project". All of them block the development of banking cards market in Beijing. Those resistant factors are researched in detail in Chapter 4.
