The human resources are the first factor in the resources of an enterprise. They are the first and key resources among all resources. The development of human resources means the sum of programms and methods to scientifically manage, rationally utilize and efficiently develop human resources in the activities of an organization. The core in the development of human resources is to intentionally develop and scientifically manage the special resources that will make the organization to survive, develop and operate with vigor and vitality in the fierce competition. For enterprises, the development of human resources means to effectively utilize the human resource to serve the enterprise development strategy and take the development of human resources as a measure for the enterprise to reach its goal. Now the development of human resources has become an integral part of the modern enterprise strategy management. It is the power for the development of enterprises and the life of enterprises. In the 1990s, the world features the establishment of the global economy and the fierce competition in the science and technology field. In today抯 competition, the people focus their attentions on the quality of human resources of a country in stead of the cheap labors and materials that are the traditional economic factors. So the development of human resources is more and more important for all nations in the world. Some nations are adjusting their strategy from the focus of materials and funds to development of human resources and giving it the highest priority. The development of human resources is decisive for the vigorous development of Anshan Steel. Since China started to carry I I, out the reform and open toward outside policy twenty years ago, Anshan Steel has taken the road to renovate and develop the State- owned enterprise relying on the superiority on human resources and implementing the strategy of developing enterprises through advanced science and technology. In order to reach the goal of Anshan Steel抯 strategy in the new situation, the present paper discusses the importance of the rational development and configuration of human resources in the fiercer and fiercer market competition through analysis of the position of human resources in the development of the enterprise; It quotes the talented person density, the number of research professionals and the number of persons with high degrees in some foreign large steel corporations, such as Nippon Steel Corporation, Pohang Iron & Steel Co.
