Green Packaging Impact On Trade And China's Countermeasures Study

The Packaging Industry, a comprehensive and cross-referential industry, has been expanding rapidly in China and is now playing an important role in both domestic and foreign trade. Nevertheless, along with the fast growth of the industry, packaging waste has been generated, the ecological impact of which has spread over the field of international trade.In recent years, since the global ecological environment is changing for the worse, people have become more concerned with the pollution problems stemmed from the international trade field, and green packaging emerges as a product of the overwhelming "Green Tide" all over the world. Nowadays, in both domestic and foreign markets, commodities are competing not only in terms of price and quality, they also compete in terms of environmental standards. This fact indicates a closer relationship between trade and environment. Possessing advanced technology, not a few developed countries have made green packaging a demand by environmental and trade rules. However, this kind of rules have turned out to be trade restrictions placed in the name of environmental protection. Some developed countries even take advantage of green packaging to set up a "Green Barrier", which keeps the developing countries out of their markets. This new sort of trade protection will undoubtedly hinder the growth of international trade and the trade of developing countries like China.A common sense shared by most of the developed industrial countries is that protecting the ecological environment by green packaging is a feasible way to ensure the sustainable development. To investigate the impact of green packaging having on trade is significant of clearing up the "Green barrier", eliminating the trade protection provoked by it, and finding the right way to keep the growth of China's foreign trade. Besides making thorough analyses of the impact of green packaging having on trade, the writer put forward in this thesis several solutions to the situation in question, listed as the following:1. The establishment of the Green Packaging System in China. With the establishment of the Green Packaging System, it can be made clear the responsibilities of the packaging industry authorities, environment protection organizations and the goods and materials departments. Also included in the Green Packaging System are regulations on how to apply for an evaluation of packaging, how to apply for a green sign and respective laws and rules to stipulate the producers' responsibilities and obligations on dispose of packaging waste, as well as relative punishment in case of violation of law. Furthermore, amendment should be made according to feedback from dispose of packaging waste so that the whole system could be improved.2. The improvement on evaluating the life-period of packagingBy using the fundamentals of life-period evaluation, assessments can be made on the relationship between environment and deferent phases of the life-period of packaging. And the evaluation can provide basis for packaging design and the choosing of packaging materials by analyzing the impact of packaging materials having on environment during the procedures of manufacturing, using and waste disposing. 3. The industrialized solutions of developing green packagingThe irrational structure of the Packaging Industry is critical on hindering the development of green packaging. Therefore, adjusting the structure of the Packaging Industry by developing green packaging and post-packaging industry is inevitable, viewing on the environmental aspect or the natural resource aspect. Through the adjustment and by using government policies and economic methods, a rational structure of the packaging industry can be created, and the post-packaging industry can be expanded to certain scale.
