The competion of the world today is the competition of high─gualityhumal Capital. Human Capital can make the industry of tourism hotels to develop in ahealthy,substainable and steady mode. After more than twenty years' development, theindustry of tourism hotel has achived great progress: the standard of hotel installation andfacilities have been greatly enhanced and can compet with those of other developted coun-tries. However,there exist many disadvantages in the industry of tourism hotel of Chinatoday: the hotel supply exceed greatly than hotel demand; the hotel rent rate has a tenden-cy of decrease;the hotel profit rate has a tendency of negative increase , that means the ho-tel profit has decreased each year. The reasons for those disadvantage existing in tourismhotels of China are many, but the basic and original reason is that the tourism hotels inChina are in great short of high─level human capital. So this paper begin with the theoryof human capital, combining with the real conditions of human resources of two tourismhotels in Xi'an, then put forward the stratergies of the development of human capital ofthe tourism hotels in China. Only in this way can the industry of tourism hotel in Chinadevelop in a Iong─time, healthy, high─efficient and steady way.This paper consists of 4 chapters. Chapter 1 systematively explains the theory of hu-man capital , showing the theory basis for the next three chapters. The main idea of thetheory of human capital is that the effects of human capital on the economic growth thanthose of substance capital. On this ground , the view point that the importance should beput on the investment on the human capital is proved and the important function oftourism college education on the formation of human capital is shown.Chapter 2 macroscopicly analysis the situations in the development of the industry oftourism hotel in China, showing the disadvantages in tourism hotel development. The ba-sic and orginal reason is the great lack of human capital in tourism hotel: the low level ofhuman capital among hotel managers leads to their low level of management and policy de-cisions , the low level of human capital among the hotel staff leads to the low quality oftourism hotel service; the great defects in the tourism hotel college education make it diffi-cult for the colleges to send high─quality human capital to the tourism hotels.Chaptes 3 is based on the true study of the human capital of two tourism hotels inXi'an. From the true conditions of those two tourism capital, the reason for their disad-vantages in business is also the great lack of human capital. So strategies must be taken upto change and enhance the conditions of human capital in tourism hotels.Chapter 4 is the crucial part of the paper , discussing the specific strategies for the de-velopment of human capital in tourism hotels.
