China will join WTO, how to organize the small scale and scatteredly operating farmers into the Countryside Economic Cooperative (CEC) to take part in the intense international market trade has become a problem which needs to be solved imperatively. This thesis studies the necessity pattern and path of establishing CEC and hopes it can be used for our reference. The first part of the thesis briefly introduces some thinkers?different viewpoints about cooperative. The second and third parts of the thesis analyze CEC and think establishing CEC can cut down the trade cost, improve the position in negotiation, get better service from government and reduce all kinds of operating risks, With the expansion of the size of CEC, the organizing cost of CEC will be higher and higher and impede the expansion of the size of CEC. In this part, the thesis also analyzes the limitations of specialized CEC and pattern of?Corporation + Farmers? In the fourth part, by the analysis of institutional vicissitude of the CEC and the technical, economic, sociological and systematical reform analysis, the thesis thinks China ought to study the experience of East Asia. On the Chinese countryside cooperative road which is based on peasant voluntary and government guide, the economic organization will be divided from the political organization and combine the specialized CEC and social cooperative into comprehensive community cooperative which includes finance, supply and marketing, technical service and so on just like the operational mechanism of Japanese peasant cooperative. In the fifth part the thesis integrates theory with Chinese practice and expounds the way of Chinese comprehensive community cooperative first, developing the standard CEC on the basis of international criteria; second, constituting the countryside political organization and economic organization on the pattern of small government and large society; third , constructing the nationwide cooperative system on the basis of the supply and marketing cooperative; fourth, defining property right; fifth, playing the role of government guide and making out some favourable polices to promote the comprehensive community cooperative; sixth, rebuilding the nationwide CEC on the basis of rule of law.
