In order to implement the general requirements of party building in the new era and the party’s organizational line,in recent years,relevant management departments have paid more and more attention to the management of new economic organizations and new social organizations,such as incentives for party building organizers,and continuously increased financial investment;however,from the perspective of the actual incentive effect,the expected deviation of incentive is gradually revealed,that is,the incentive means or process deviates or even goes against the incentive goal,which leads to the behavior selected by the party building members of the new economic organization and the new social organization and the expectations of the management department.Incentive incompatibility problem with inconsistent behavior.Applying Barnard’s organizational balance theory,taking B city’s new economic organization and new social organization party’s construction organizer team as the research object,through the city-level,county-level new economic organization and new social organization party’s working committee,township and sub-district party working committee and the interview and discussion with the party building organizers of new economic organizations and new social organizations,from the perspective of the main body of government management analyzed the reasons for the incompatibility of incentives in the management of party building organizers of new economic organizations and new social organizations.The main findings are: internal imbalance of the organization,that is,insufficient incentives provided by the organization,it is difficult to stimulate the willingness of organizational members to contribute to the organization,resulting in inconsistent government management goals and personal goals,resulting in incompatibility of incentive goals;external imbalance of the organization,that is,some management subsystems cooperate with the external system and produce friction,and the incentive behavior of different subjects is alienated,leading to the incompatibility of incentive means;the dynamic imbalance of the organization,that is,the synergy adaptability is not enough to meet the needs of the organization’s own development,which is reflected in the process of implementing incentives.Once the factors of the internal and external balance of the organization change,the organization has insufficient ability to make adjustments in a timely and rapid manner to achieve a new balance of the organization from the perspective of the overall situation,resulting in a dynamic imbalance that restricts the long-term development of the organization,resulting in incompatible incentive processes.Therefore,it is necessary to increase organizational incentives to achieve the compatibility of incentive goals;strengthen supervision and management to enhance coordination and adaptability with external systems and achieve compatibility of incentive means;The compacting responsibility constructs the rapid response synergistic linkage mechanism and realizes the incentive process compatibility.Only then can the behavior chosen by the party building organizers of the new economic organization and the new social organization be consistent with the behavior expected by the management department,so as to achieve a "winwin" for the organization and the party building organizers of the new economic organization and the new social organization,and actively contribute to the new economy.In-depth advancement and rapid development of the work of "the Party’s organizational coverage and work coverage" in organizations and new social organizations.
