Development Zone Administrative System Innovation Research

The thesis has, from the visual point of a "practician" and researcher, made some preliminary comparative researches on the gradual progress, the present and the past, existing problems, motive power and directions of the re-reform and re-renovations of different development zones and the renovations of their systems, under the guidance of Jiang Zemin's great thought about renovations and of the relative administrative management system in development zones. The following statements are found: First, development zones have and will perform a more and more important function in the economic developments in China. Being a forerunning and experimental zone, the administrative management system in the development zone differs from and has an advantage over those of normal administrative divisions in China. Secondly, the reform and renovation of the administrative management system in development zones are interdependent on those of the administrative management system in normal administrative divisions. The motive power comes from the contradictions between the new and the old administrative systems of two layers. The ideal trend of the interdependent progress is the "mergence", i.e. the new administrative system is maturing and the old system is developing into the new system.
