Research On Transforming System Mode Of Development Zones In China

In order to solve the problem of taking land arbitrarily and making peasant unemployedwhich were caused by "the hot development zones", since 2003, the Central Party Committeeand State Department had carried on extensive clearance and rectification to the developmentzones in our Country. This actions made some people suspect whether the development zonesin our country should "fade out". In fact, rectifying the development zones was not actuallycaused by development zones' own problem. However, it's the direct results of our Country'sincomplete merit system and land property right system. In the course of moving towards thenew industrialization path in China, serving as forthgoer and exploiter remains the most basicmission for development zones. The main research of this paper is how the development zones in our Country seek thebreak-through of the quality after going out of the mistaken idea of pursuing the quantity.After entering the WTO, policy environment, legal environment and competitionenvironment will be changed. In order to adapt to the inner and outside changes, thedevelopment zones must constantly transform their development goals and operation ways,and realize the transforming system mode of development zones. This paper reviewed thedevelopment course of development zones in our Country, especially analyzed the currentsituation of our Country's development zones system mode, and summarized the existingquestions in the construction of development zones system. On the basis of using experienceof other Countries and regions, we put forward suggestions on the selection of developmentzones system mode in china. While the development zones in the Midwest should continueimplementing government's strongly authorized system mode, the development zones in theeast of our country should realize the conversion from government's strong authorized systemmode to the market mechanism mode. Finally, this paper proposes some countermeasures andsuggestions on how to converse the development zones system mode, including standardizinggovernment behavior, perfecting capital market, and developing innovation environment.
