In 1984,Chinese government constructed the Nantong Economic and Technological Development Area.With the development of more than thirty years,there has been dozens of development zones with different forms and modes in Nantong.The administrative concept of these development zones is streamlining administration,delegating power and laying stress on service.With this administrative concept and flexible operating mechanism,these development zones got a rapid growth in their initial development stage.However,with the development pushing on,these development zones are on the way to jurisdiction expansion and there are more and more responsibilities which they need to undertake.Therefore,it is time to reform to consummate administrative system of these development zones.The research of this paper uses methods of literature search and empirical research.This research takes advantage of the New Public Management Theory and the New Public Service Theory to analyze existing problems and exact reasons in administrative system of Nantong's Development Zones under the background of jurisdiction expansion,in order to provide a study case for administrative system reform of Chinese development zones.This paper is based on the theory of authorization and decentralization to demonstrate the importance of lawful management,efficient operation,professional development and comprehensive service.This paper points out that the best administrative system of Nantong's Development Zones is the coexistence of administrative region and economic function area and the division of labor among Administrative Committee,Government,Development Corporation and Social Agencies.
