Research On The Construction Of Administrative Institution Of Development Zone From The Perspective Of Governance

In 1984,China established the first batch of state-level economic and technological development zones in 14 open coastal cities.After 35 years of development,in 2019,there were 219 state-level economic and technological development zones in China.They undertook the major tasks of national development,reform and opening up,implemented special policies to make them more open and optimized,and carried out various institutional reforms and innovation explorations.On March 4,2018,“The decision of the CPC central committee on deepening the reform of party and state institutions” was released,establishing a functioning system of party and state institutions that is systematic,scientific,standardized,and efficient.On May 28,2019,the state council issued “The innovation of promoting national economic and technological development zone ascension forge the opinions of the reform and opening up new heights ”,put forward including capacity lack of examination and approval,told for a better life looking forward to the necessary system research and deployment.At present,the development zones are speeding up the reform of administrative institutions,promoting the coordinated and efficient optimization of institutional setup and function allocation,making institutions perform their duties more smoothly and efficiently,and making the management system more systematic and standardized are the inevitable requirements of the new era.From the perspective of promoting the modernization of national governance system and governance capacity,this paper aims to contribute to the reform of administrative institutions in national economic and technological development zones by studying the construction of administrative institutions.Therefore,in view of the current status of state-level economic and technological development zone administrative organization reform,early access to information,collected about the reform of the administrative institutions and governance ability of modern literature,the late targeted factors in the design and research,a comprehensive evaluation according to discover problems,analyze and solve problems of thinking for research.First of all,this paper summarizes the basic situation of the reform of development zones and institutions,then sorts out the operation and management modes of various development zones,and expounds the necessity of the reform of administrative institutions of development zones from the perspective of governance system modernization.Secondly,taking the L development zone as an example,this paper analyzes the difficulties and causes of the current administrative reform of the state-level economic and technological development zone.At the same time,it introduces the specific measures taken by the L development zone in the reform practice,and USES the hierarchical analysis and fuzzy comprehensive evaluation to understand the current situation.Finally,based on the modernization of governance system and governance capacity,it puts forward specific countermeasures for deepening the construction of administrative institutions of national development zones.The countermeasures are carried out from three aspects.First,the basic principles of deepening the reform of administrative institutions are determined.Second,promote reform in related areas in a coordinated way.Third,we should improve the supporting measures for the reform of administrative institutions.This paper is divided into five parts: the first part mainly summarizes the background and research significance of the construction of administrative institutions in the development zone,the status quo of relevant research at home and abroad,and briefly introduces the research content and methods.The second part,the development zone,institutional reform,governance system modernization and other related concepts to define and theoretical introduction.The third part,taking the L development zone as an example,elaborates on the new exploration and existing difficulties in the administrative reform of the development zone under the background of institutional reform,and explores the reasons behind the problems.The fourth part,taking the new round of institutional reform of L development zone as the case study object,obtains data through investigation and interview for research and analysis,and then draws lessons from the reform experience of typical domestic development zones.The fifth part puts forward Suggestions on the construction of administrative institutions of national development zones to deepen system construction and improve governance capacity.
