Abstract The relationship between government and market and the problem of 搃nteference?and 搉on inteference?are common problems facing many countries, especially those that are transforming their economic systems. Now china is in the course of the transformation from the planned economy system into the market economy system, and it is important for the government to perfect its economic function properly. In building socialist market economy system. For this reason, the Chinese government has taken a series of measures, but the practices of them are not satisfying. Actually in real economic life, it is common that the government uses macroscopic adjustment and control as a principal part instead of market, and interferes directly in enterprise affairs, which do great harm to market running system and make it difficult to bring its economic function into full play. So, in view of this situation, the author of this article is going to explore the government抯 economic function in transforming period. The author uses the method of combining theory analysis with positive contrasts, makes a systematic analysis of the classical models of the planned system and analysis of the departure that the present system has made from the property structure, policy-making structure, and impetus structure, and expound the theoretical errors in over expansion of the government抯 economical functions under the traditional planned system. It also emphasis analyses the problems of the Chinese government抯 economic function in the course of the transformation: the range of the function unclear, the disposition of the function unreasonable and ways of the function inadequate, and explores the causes of the problems and their harms. On the bases of summarizing traditional government抯 economic function theories and absorbing western government抯 function model, and considering the concrete conditions of our country, the author advances the model of function that the government should play a leading part in the course of the transformation, and makes a reasonable orientation of the contents and means of the government抯 economic function. The difficulties to perfect Chinese government抯 economic functions lie in sefting up the limits between the government and enterprises and between government and markets and in separating the government from enterprises and from markets.
